About the Division

Community Services, Infrastructure and Housing (CSIH) provides a range of services to assist vulnerable Tasmanians participate in the community.

Our vision to deliver quality affordable housing and support to vulnerable individuals, families and communities including people with disability within Tasmania.

Aligning with the Agency’s objectives, our five strategic objectives guide the CSIH Strategic Plan 2020-2025:

  1. Maximise the supply of affordable housing targeted to those in need.
  2. Provide specialised housing and support programs for Tasmanians with complex needs.
  3. Deliver housing and community services that are responsive to needs.
  4. Utilise information management to support the effectiveness of our programs.
  5. Be recognised as a well performing Division focussed on client outcomes.

Our Structure

Community and Disability Services

The Community and Disability Services branch provides effective support services to vulnerable Tasmanians with community sector partners.

This includes:

  • leading and monitoring the policy and regulatory context of the National Disability Insurance Scheme (NDIS)
  • administering the Disability Services Act 2011 and supporting compliance with other relevant legislation
  • delivering comprehensive and genuine engagement through consultation with people with disabilities taking full account of their needs and circumstance
  • working collaboratively with the National Disability Insurance Agency (NDIA) and the NDIS Quality and Safeguards Commission
  • funding the neighbourhood house program, integrated family support services, gambling support program and other counselling and support services.

The branch has six programs:

  1. Community Services Policy and Programs
  2. Disability Services Policy and Programs
  3. Office of the Senior Practitioner
  4. Quality and Safety Services
  5. Specialist accommodation and support
  6. Tas Autism Diagnostic Services

Community Infrastructure

The Community Infrastructure branch delivers strategic and operational asset management functions including asset planning, maintenance, capital upgrading and construction for properties owned in full by the Director of Housing or on behalf of other Divisions of the Department of Communities Tasmania.

This includes public housing properties, specialist homelessness and supported accommodation, neighbourhood houses, disability group homes and other community service facilities.

The branch is also responsible for affordable home ownership products provided by the Director of Housing.

The branch has four programs:

  1. Asset Planning and Management
  2. Capital Development
  3. Community Partners and Projects
  4. Property Maintenance Services

Housing Policy and Programs

The Housing Policy and Programs branch provides planning, purchasing and performance functions to ensure that the overall housing system design is effective, and programs are operating both effectively and efficiently. This includes housing advice, program development and program delivery.

The branch is responsible for the provision of an affordable, secure social housing with effective tenancy management services to achieve positive outcomes for tenants across the social housing system.

Housing Policy and Programs has four programs:

  1. Community Housing Programs
  2. Housing Support Programs
  3. Performance and Advice
  4. Planning and Purchasing

Housing Policy and Programs is also leading the development of Tasmania’s Housing Strategy on behalf of Communities Tasmania.

Tenancy Services

The Tenancy Services branch provides tenancy management for Tasmania’s public housing service, Housing Tasmania.

This includes:

  • allocations
  • lease sign ups and renewals
  • rent management
  • property inspections
  • tenancy issues including tenancy interview to help sustain tenancies.

Support Units

The division is supported by Business and Information Services and the Ministerial and Stakeholder Engagement units.

Business and Information Services supports the division by providing co-ordinated business operations, information and system management services, including data sharing between internal and external government and non-government stakeholders. They coordinate corporate services requests and provide operational business support eg human resources, finance, ICT device management and administrative support to divisional governance committees.

Ministerial and Stakeholder Engagement coordinates the interface between the division and the executive, Ministers’ offices and stakeholders and public communications.
